Does the use strengthen thinking, creation, judgment, and productive struggle rather than substitute for them?
Does it preserve or deepen meaningful relationships among students, educators, families, and communities?
Is data minimized, protected, understandable, and governed with meaningful consent and recourse?
Does it reduce rather than reproduce disparities in access, disability support, language, discipline, and opportunity?
Can users understand, question, refuse, appeal, and help shape the system?
Who owns the data, model, intellectual property, and value? Does the arrangement build public or community capability?
Are responsibility, monitoring, independent review, redress, and an exit path clear?
Is the use solving a demonstrated educational problem at a defensible cost, including opportunity cost?
